A Marketing Strategy is the top level, strategic thinking that governs decision making.
A Marketing Plan is a summary of all the marketing activity.
Example
A winery restaurant in a remote, rural area with few locals and lots of tourism. Their strategy to is to create a business that is attractive to tourists.
Their marketing plan includes a website and search marketing (Google SEO & Adwords) to win visibility when tourists are planning their trip. They also know that reviews (both score and quantity) assist with SEO and helping people decide where to go, so they have a system in place to drive more reviews too.
